Dr. Joseph E. Morrow

Dr. Joseph E. Morrow, Ph.D., BCBA-D

Chairman and Co-Founder

Dr. Joseph E. Morrow has received his Ph.D. in experimental Psychology in 1965 from Washington State University. He has taught at the California State University, Fullerton; Indiana University, South Bend (where he was department chair); and California State University, Sacramento, where he was Professor of Psychology and Behavior Analysis (Emeritus). Dr. Morrow was a pioneer in the academic development of Behavior Analysis in California, creating one of the first courses in 1966. He has published several papers on behavioral psychology and his first publication on the behavioral treatment of autism was in 1966. His academic career resulted in many awards, culminating in the Livingston Lecture at Cal-State Sacramento in 2002. “This award recognizes a sustained and unique contribution to the campus community in providing intellectual leadership and has important significance to the life of this university.”

Dr. Morrow has been an active member of the behavioral community and a member of The Association for Behavior Analysis, International (ABAI) since 1974. In 2006, he was given an award from that organization for “Outstanding Contributions to the International Dissemination of Behavior Analysis”. He is a former president of the Northern California Association for Behavior Analysis, and was active in its merger with the southern California sister organization into the California Association for Behavior Analysis, where he served as Board Member and Conference Chair.

Brenda Terzich-Garland

Brenda Terzich-Garland, M.A., BCBA

CEO and Co-Founder

Brenda Terzich-Garland is the President and CEO of Applied Behavior Consultants, Inc. She co-founded ABC with Dr. Joseph Morrow and has been instrumental in developing ABC’s clinical approach and international expansion. In 2020, she authored “The R.E.A.L. Model™, Rethinking Generalization” (Different Roads to Learning, New York), which has become the foundation for all of ABC’s clinical programming worldwide.

Her groundbreaking work on the R.E.A.L. (Recreating Environments to Accelerate Learning) methodology, developed in 1996, has transformed how ABA therapy addresses generalization of skills. This approach ensures that skills learned in therapy transfer effectively to real-world environments, enabling children to connect meaningfully with their families and communities.

Under her leadership, ABC has expanded internationally across four continents, bringing cutting-edge ABA therapy to families in Europe, Asia, and Africa. She continues to advance the clinical treatment of autism globally through consultation, training, and the establishment of ABA programs worldwide.

Mari Ueda-Tao, M.A., BCBA

Mari Ueda-Tao, M.A., BCBA

Chief Clinical Officer

Mari Ueda-Tao is the Chief Clinical Officer of Applied Behavior Consultants, Inc. and serves as the Liaison for International Services. She oversees all clinical services across the agency and holds a Master of Arts Degree in Psychology with a concentration in Behavior Analysis from the University of the Pacific, Stockton, CA.

Internationally, she has trained teachers and parents on the implementation of ABA principles with children with Autism in Algeria, Bahrain, Dubai, Ethiopia, France, Iceland, Philippines, Portugal, Romania and Singapore.

Hui Ling Loh, M.A., BCBA

Hui Ling Loh, M.A., BCBA

Clinical Director, Asia

Hui Ling Loh is the Clinical Director for ABC Center in Asia. She has been a Board Certified Behavior Analyst since 2007, with over 15 years of experience serving in the USA and Asia. She received her Master of Arts Degree in Behavior Analysis with an emphasis in Autism and Organizational Behavior Management from Western Michigan University.

As Clinical Director, Hui Ling oversees clinical operations including supervising and training of behavior technicians and analysts, conducting assessments, and providing parent training. She has provided international consultation in China and Bahrain.

Lilibeth Tan

Lilibeth Tan

Director

Lilibeth Tan is a Director of ABC Center. She is a U.S. licensed music and movement teacher with years of experience in teaching children, especially toddlers and pre-school aged children. She holds a Bachelor of Science degree in Business Management.

She has a deep passion in reaching out and helping children with autism because she herself is a mother of a special child. She deeply understands the dilemma of a parent of a special child and has navigated through many different programs, including Applied Behavior Analysis.

Our Therapy Team

Our Behavior Therapy team are the heart of our daily therapy sessions. Each therapist is trained with our global training system, and supervised through Lead therapists and Behavior Analysts to deliver cutting-edge ABA therapy with care and compassion.

Robust Training

All therapists undergo theoretical and hands-on training on ABA, as well as supervision from Lead therapists in order to ensure quality program implementation.

Dual-Level Supervision

Our therapy team undergoes ongoing supervision in two vectors. Firstly, there is supervision from a Lead Therapist to ensure that programs are implemented in line with target. Secondly, there is supervision from a Behavior Analyst, to ensure that the child’s lesson design is in line with learning capability. 

BCBA Supervision

Every child’s program is overseen by a Behavior Analyst, who is supervised by a Board Certified Behavior Analyst to ensure all programs are in line with ABA principles and ABC Center guidelines.

What is the Early Intervention Programme for Infants and Children – P (EIPIC-P)?

EIPIC-P is a programme administered by the Singapore government’s Early Childhood Development Agency (ECDA) that enables Singaporean or Permanent Resident children who meet criteria to avail of financial subsidies for early intervention.  

The children must be between 2 – 6 years old, and recommended by a professional (e.g. recognized paediatrician) for early intervention. The financial subsidy for Singaporean children is dependent on means-tested household income.
